India is a big country and is the 2nd largest population in the world after China. So management and enrollment of the people are very hard. The enrollment process is done through aadhar centers setup in various parts of the country. The government of India established the UIDAI (Unique Identification Authority of India) in 2009 to perform the task of enrolling people. Since then, UIDAI established various aadhar card download centers from here https://www.eaadhar.download/ to register people in the Government database.
The entire enrollment is done via Aadhar Act whereby each Indian is required to get enrolled via any aadhar center established for this purpose. Due to various problems and difficulties in the aadhar enrollment process, the Government of India has introduced several changes in the aadhar act via aadhar amendment bill.

This aadhar amendment bill allows the use of aadhar for proof of identity. Now, any aadhar holder can open his or her bank account with just aadhar card. Apart from this, due to rapid security issues, all the existing and new mobile phone connections will only be issued when aadhar is linked with them. Without aadhar, you cannot open a bank account and cannot get any mobile phone connection.

The aadhar amendment was done by voice vote in Rajya Sabha. Another big decision has also passed in the amendment. According to this, any private entity that is violating the provisions on Aadhar data will have to face a penalty stiff Rs 1 crore penalty.
